The Mental Health Foundation was created by Touchstone innovare as part of the corporate reorganization that took place on January 1, 1990. While the Foundation exists independently of Touchstone innovare, it must keep in mind that is mission was set by the parent corporation and that it has an obligation to act in the best interest of the parent.
During the planning for the reorganization, the Directors of Touchstone innovare came to understand that its work, and the work of its subsidiaries, is made more difficult when the public misunderstands and fears mental illness and when it is unsupportive of community programs for the mentally ill The Foundation was started to bring about broad and influential public understanding of and involvement with the mentally ill and the programs that serve them.
The Mission Statement of the Mental Health Foundation sets clear direction for the Foundation. The Foundation is to "educate the community, increase awareness of the needs of people disabled by mental illness, and strive to reduce stigma related to mental and emotional illness.”
